Yes: Article 3.62 § 1 of the Civil Code allows you to demand the removal of a structure or fence built on your land without legal grounds. However, if the encroachment has existed longer than the period for acquisitive prescription, the builder may acquire a legal ground and the structure may potentially remain.
In cases of good faith and disproportionate disadvantage to the builder, the neighbor / you must choose between a right of superficies for the duration of the building or the transfer of the strip of land with compensation.
